Must be running at all times
Windows Firewall service is a built-in service in Windows operating systems. And it is a must to be running all the time. Open its properties

Start manually

Check for a third-party firewall software
You can check for a third-party firewall software which might be causing this problem by checking your task manager for an entry called “firewall control center“. If you see this, then right-click on it and choose “end task”.
This will stop this software from working so that you can access your firewall again and fix problems with it if any are there.
